Well my buddy over at OERM has been telling me they have been working on her and are hoping in the next few years to bring her back to life and seeing her under steam one day!

That has been the topic of discussion here in the past. Some say that they can. Ward told me that it was one of two reasons why he stopped running her on his property (the other was the new neighbors started complaining about the coal smoke). His insurance underwriter was balking at giving him a policy on it way back when. It's a lap seam boiler that under certain circumstances can be legally operated in the state of CA. Now I've heard that the FRA people have stuck their noses in at Perris (because of the standard gauge operations) which opens another can of worms. They don't like lap seam boilers at all. Dan Markoff in Nevada owns a Baldwin 4-4-0 with it's original boiler. He's operated it on the Durango and Silverton and the Cumbres and Toltec Scenic, as well has the Sacramento Rail Fair a few years back. He's having to deal with the FRA inspection because he has operated it on lines that are under their jurisdtiction. He is seriously considering not taking it out of Nevada again because it such a pain. It's legally licensed to operate in Nevada. So far as Emma right now, who know for sure.
